Project Overview
The EU space strategy in the document “2016 Communication on a Space Strategy for Europe” fosters the uptake of space techniques applications. “The Commission’s aim is to optimise the benefits that space brings to society and the wider EU economy. Achieving this means boosting demand among public and private users, facilitating access to and use of space data, and stimulating the development and use of innovative downstream applications.” The demand is in line with the practice observed in the field of Remote Sensing (RS), which has wide range of potential applications unused.
The wider objective of the project is to develop an innovative learning platform, a Learning Management System (LMS) for Asian countries, China and Thailand, which has already relevant activity in the field of RS. Though the content of the proposed LMS would not correspond to any level of tertiary level education, it is basically planned to be developed for meet MSc standards to BSc of related disciplines to RS.
More specifically it is planned by improving the related education 1) by establishing LMS at each Asian universities, 2) by creating a Knowledge Pool of high level eLearning teaching materials for a wider scientific and engineering community, and 3) by organizing workshops, a trainings and a summer school for the teaching staff and students.
The promotion of the professional development of staff and youth workers in the field of remote sensing and related interdisciplinary sciences is planned to be implemented in the form of a Learning Management System, which makes use of recent advancements of ICT methodologies and technologies. Transversal skills, e.g. digital competences, or in general, 21th century skills are developed by the proposed education form, i.e. a practical remote teaching in a true multi-organizational collaboration.
The proposed LMS would host 20 newly developed modules on remote sensing in the curricula of participating universities, improving the quality of higher education, delivering a background for studying the practical use of the remote sensing techniques. This would by time enhance the practical use of remote sensing on a wide range of applications serving the labour market and society. The competences and skills in the participating HEIs will be developed by the use of these learning modules.
The LMS proposed to be developed at 4 Asian universities would serve the practical applicability of remote sensing data for wide range of disciplines (including different tasks of Environmental protection, Agriculture, forestry and fishery, Physical sciences, Engineering and engineering trades, Transport services, Security services). The aim of the LMS is to foster the uptake of remote sensing applications to boost the benefits that space brings to society and the wider economy.
Project Meeting/Activites

Between 15-17 January, Fujian Normal University (FNU) welcomed IRSEL partner and programme country managers in Fuzhou for the project launching kick-off meeting. This was the first time, when representatives from Hungary, Austria, Poland, Netherlands, Thailand and China gathered together and discussed the most important issues to be done during the 36-month project period.
The event started with an official ceremony, where Hairong Lai FNU vice president welcomed the participants. Chen Muzhen (Fujian Surveying and Geoinformation Bureau) congratulated European, Thai and Chinese partners for the successful opening of the EU project, Fan Jinlong (National Satellite Meteorological Center) explained, how his office made efforts to improve the processing of satellite data that may contribute in the project.
Beside plenary- and project management board meetings, the kick-off meeting hosted side events as well. Within the framework of stakeholders meeting, Lorant Foldvary IRSEL project coordinator and Jinming Sha FNU director participated in an open debate with selected stakeholders of the region. Bela Markus IRSEL project manager and Ivan Oliveira e-Learning and LMS specialist organised a training for local administrative staff to discuss quality management, quality assurance and quality planning guidelines in depth. The kick-off meeting was successful; it provided a good opportunity to consolidate the consortium and to remark project management key points. The next meeting of the project partners is in Khon Kaen (Thailand) between 26-30 November, where progress and milestones achieved will be reviewed. |
From August 27 to 31, 2018, a workshop on Remote Sensing Experiences took place at the University of Natural Resources and Life Sciences in Vienna. 26 colleagues from China, Thailand, Poland, Hungary, Netherlands and Austria met for intensive discussions.
The workshop is part of the work package 4 “Human Resource Development” and had the objective to share experiences in the field of remote sensing and geospatial information systems – both in teaching and in research. In addition, other topics covered the development of the twenty modules and the development of innovative learning materials.

Ms. Antonella Giorgio, EACEA visited to AIT on 20th November 2018 in order to have a better overview of the impact of the EU funded project. Dr. Sarawut Ninsawat (RSGIS, AIT) the partner of IRSEL has presented the current status of project and demonstrated the purchased equipment under IRSEL project.
On 21th November, 2018 Dr. Sarawut Ninsawat attended a Cluster Meeting at Kasetsart University which is organized with all the Thai Higher Education Institutions (HEIs) involved in ERASMUS+ project selected in 2015, 2016, 2017 and 2018, respectively (40 projects in total). Khon Kaen University (KKU) was established as the major university in the Northeastern part of Thailand in 1964 and has developed itself to become one of the top universities in Thailand. Khon Kaen University has recently become one of the nine national research universities in Thailand and an educational center in the Mekong sub-region. The university’s major mission is to prepare future global citizens to work in a continually changing world. KKU’s strategic goal is to be recognized both internationally and regionally as a leading university in research. KKU currently has more than 39,000 students studying in 22 faculties, 3 colleges, 1 graduate school and a regional campus located in Nong Khai Province offering 40 International programs covering a wide variety of disciplines.
The 1st Review Meeting will be held from 27 to 29 November 2018 at Khon Kaen University, Khon Kaen Province, Thailand. The meeting will discuss about module development; workshop on innovative learning methodologies; IT platform; knowledge centres; feasibility Study of Post-project Actions (exploitation plan); quality enhancement programme; website; posters, leaflets; multiplier event and external evaluation report. Recommendations and decisions for future activities will be discussed and summarized.

Dr. Hamid Mehmood from United Nations University (UNU-INWEH), Canada visited AIT on 1 st July 2019 to review the progress of the IRSEL project. Dr. Chitrini Mozumder and Dr. Sanit Arunpold have presented the current status of the contents of the modules and demonstrated the purchased equipment under the IRSEL project. Dr. Hamid had detailed discussion on each equipment and their applicability and expressed his positive remark on the progress. He also expressed his satisfactory remark on progress of the teaching material contents.

IRSEL ERASMUS+ project Summer School, AIT Thailand: 20 July – 3Aug 2020
AIT hosted a summer school from 20 th July to 3 rd August using online platforms Zoom and BlueJeans.
Although initially planned for on-site summer school, due to COVID19 the participants from 7 partner
universities could not travel to AIT. This therefore was decided like many other agendas to go ONLINE. A
total of 27 student participants studying Bachelor, Masters and PhD in 4 Asian partner universities
joined the summer school.
In the first week, the Asian partners delivered lectures and practical lessons to the participants on the
basic general modules developed in the project. In the second week, the European partners delivered
the lectures on thematic or application modules developed in the project. A key task for the participants
was to develop a mini-project each from the Asian university using the knowledge gained from the
summer school and self-study of the learning materials from the project. After the first week each group
presented their proposal to teachers from all 8 partner universities and teachers helped them to
improve the proposal into tangible mini-projects within short period of time. After the second week all
participants presented the final results which were appreciated by all partner universities.
Finally, the participants evaluated the summer school and commented on the learnings gained from the
modules developed in the project. Several positive remarks were obtained by the participants, however,
it was also noticed that the language was an issue in the initial days as the mode of teaching in 3 Asian
universities are not in English. All Asian partners discussed the final takeaways from this last at-large
meeting with all teams members present.
